On April 26 the Draghi Decree enters into force. A decree that is causing a lot of conversation and that has led to protests. First of all, the only outdoor consumption and then the curfew at 22. But let’s go in order.

The new decree allows movements, for any reason, between regions and autonomous provinces that are located in the white and yellow zone. But there is a ban on entering and leaving the territories located in the orange and red zone.

The updated region colors are shown below under effective from Monday, April 26:

  • yellow zone: Friuli-Venezia Giulia, Trentino Alto Adige, Veneto, Piedmont, Lombardy, Liguria, Emilia Romagna, Tuscany, Lazio, Abruzzo, Umbria, Marches, Campania, Molise;
  • orange area: Basilicata, Calabria, Puglia, Sicily and Valle d’Aosta;
  • rossa zone: Sardinia.

Movements allowed in the red zone

Only the following movements are allowed in the red zone:
– for proven reasons of work, health or need (also to another Region or Autonomous Province);
– the return to their residence, domicile or home. Reentry in the so-called second homes located inside and outside the region
– until June 15, 2021, in the red zones, Transfers to private homes other than their own are not allowed., unless they are for work, necessity or health reasons.

Movements allowed in the orange zone

In the zone Orange it is allowed to move within the own municipality, between 5:00 a.m. and 10:00 p.m., in compliance with the specific restrictions established for travel to other inhabited private homes. The movements to other municipalities are only allowed for proven needs work, situations of need or health reasons. The return to your residence, domicile or home. Returning to “second homes” located within and outside the region is allowed. The call “Curfew”: from 22.00 to 5.00 Only trips motivated by proven work needs, situations of need or health reasons are allowed. As for visits to friends or family, in this area it is allowed, once a day, move to another inhabited private home in the same municipality, between 5:00 and 22:00, up to a maximum of four people, in addition to those who already live together at the destination address. The person or four people who are moving will still be able to take the underage children over those who exercise parental authority and people with disabilities or not self-sufficient live in self-sufficiency.

As of April 26, 2021, the yellow zone returns (Umbria is yellow) where it is possible to move within the Region itself. All activities of catering, sports and entertainment, but only outdoors and respecting the curfew. From this date you can also move between yellow regions or with a pass between different colored areas, where a certificate that proves to have been subjected to the vaccine, have a swab done within 48 hours or say having had Covid and being healed.


Didactic activity in presence

School and face-to-face teaching activities in all kindergartens, primary schools and high schools, throughout the national territory. From April 26, 2021 until the end of the current school year, educational institutions throughout Italy, even if they are in the “red zone”, will guarantee face-to-face lessons for students of all classes and sections of the garden childhood. , primary and lower secondary.

From April 26 until the end of the current school year:

– High schools in the red zone guarantee face-to-face classes for at least 50% and up to a maximum of 75% of the entire student population.

– Second grade secondary schools in the orange or yellow zone, on the other hand, guarantee face-to-face classes of at least 70% and up to a maximum of 100% of the entire student population.

The Umbria Region has made available 131 additional buses (providing the complete list of additional trips) and, in the Palazzo Donini document, it is confirmed that the vehicles will have to travel with a capacity of 50%. Catering service activities

As of April 26, 2021, in the yellow zone it is allowed to carry out the activities of the restaurant services with consumption at the table exclusively in the open air and between the hours between 5:00 and 22:00. Until May 31, therefore, as regards public establishments for the administration of food and beverages, counter service will continue to be possible in the presence of structures that allow consumption in the open air. Consumption at the table is allowed for a maximum of four people, unless they are all living together. The time limit of 6:00 p.m. is maintained within which take-away food is allowed to those who carry out any of those identified by the ATECO 56.3 code as their main activity (bars and other similar establishments without kitchen).




Shows open to the public

As of April 26 in the yellow zone, the shows open to the public in theaters, concert halls, cinemas, live-clubs and in other venues or spaces, even outdoors, are performed only with pre-assigned seats and with the condition that respect for the interpersonal distance of at least one meter is safeguarded, both for spectators who do not live regularly, and for staff. The allowed capacity cannot exceed 50% of the authorized maximum, and the maximum number of spectators cannot exceed 1,000 for outdoor shows and 500 for indoor shows, for each room. Activities must be carried out in accordance with current guidelines. Shows open to the public remain suspended when compliance with these conditions cannot be safeguarded. The law also ratifies the suspension of activities that take place in dance halls, discotheques and similar venues. In relation to the epidemiological trend and the characteristics of the sites, the presence of a greater number of spectators in the open air may be allowed, complying with the indications of the CTS and the guidelines.


Pools, gyms and team sports

Also effective as of April 26 and limited to the territories located in the yellow zone, any sporting activity, including team and contact activities, will be allowed outdoors, subject to compliance with the guidelines adopted by the Presidency of the Council of Ministers. – Department of sports, according to the procedure established by the regulation in question. In any case, the use of changing rooms is prohibited, unless the aforementioned guidelines establish otherwise.
